Virgil Rose has 50 years experience in the electric utility industry including consulting, engineering, system operation, and management. He has had engineering and management assignments at virtually every level of the utility business from transmission and distribution design to being the head of the largest business unit at Pacific Gas & Electric Company with over 15,000 employees. Mr. Rose has provided expert testimony for both litigation and regulatory proceedings.

Mr. Rose received his Bachelor’s Degree in Electrical Engineering from Fresno State University and his Master’s Degree in Electrical Engineering from Santa Clara University. He also attended Harvard University’s Advanced Management Program.
Virgil is a Registered Electrical Engineer in California and he is a Senior Member of IEEE. He was the Past Chairman of US CIRED Committee (International Electric Distribution). He has authored 10 technical publications related to transmission and distribution design and reliability.

Projects
In 2019, Virgil was responsible for engineering oversight for a 350 mile high voltage transmission line in Afghanistan where he provided distribution, substation and transmission line electrical engineering for the project. It involved the design of multiple substations and lines for US Army Corps of Engineers.
Mr. Rose worked with an independent system operator in Canada in 2014 as the Chairman of the Technical Panel of a Public-Private Partnership project involved with the technical specification and procurement for the installation of a new 300 mile 500kV line.
He provided expert testimony for the 2007 California wildfire litigation case involving both electric transmission and distribution facilities, which included expert testimony in London before a Tribunal in 2012.
He has worked with utilities, California Energy Commission, DOE, CAISO, University of California, BPA, and National labs to address the grid vulnerabilities through the application of advanced transmission and distribution control technologies.
Virgil had another major engagement as co-chairman, on an international oversight committee for Hydro-Quebec, providing opinions on risk management, reliability criteria, capacity increases, and other remedies associated with the 1998 Great Ice Storm in Canada. He provided expert testimony to the Province of Quebec in support of the team’s written final report.
